How to complain to TGSPDCL, and escalate to the CGRF and Ombudsman
The four steps for a billing or net-metering complaint in Hyderabad, the evidence to keep, and the deadlines the forums work to.
Before you start: gather evidence
- The bills in question (and the one before, for credit).
- Dated photos of the meter's import and export readings.
- Your inverter app's monthly generation, as a screenshot.
- Your net-metering agreement and service number.
- Every complaint number and the date you got it.
The four steps
- Register the complaintCall TGSPDCL's 1912 helpline or visit your Customer Service Centre. Always ask for a complaint number.
- Your section officeIf it isn't resolved, give a written complaint with your evidence to your section office (the Assistant Engineer, Operation) and keep a stamped copy.
- Consumer Grievance Redressal Forum (CGRF)An independent forum under the Electricity Act. TGSPDCL has two in Hyderabad, CGRF-I (Rural) and CGRF-II (Greater Hyderabad), both at GTS Colony, Vengalrao Nagar, Erragadda. Complain in writing on plain paper, with your documents. There's no fee.
- Vidyut OmbudsmanIf you're not satisfied with the CGRF's order, you can appeal to the Vidyut Ombudsman in Hyderabad within 45 days of the order.
Deadlines the CGRF works to
- TGSPDCL's reply to the forum: within 20 days.
- Hearing: within 30 days.
- Decision: within 45 days of receiving your complaint.
The CGRF asks consumers to file with a Customer Service Centre first, so do step 1 before step 3.
